Data updates up to January 2019.

The following changes have been delivered in this release:

1. Update: Data download files updated up to January 2019 (when applicable).
2. New: Customised reports on vertical en-route flight efficiency are now available .
3. New: the first edition of the EUROCONTROL Specification for ANS Performance Monitoring - Airport Operator Data Flow (APDF) is now available for download .
